The Ministry of Local Government Administration (MLGA), with the support of the OSCE, held the latest meeting of the Working Group tasked with drafting the Ministry’s draft bylaws, aiming to improve and advance the legal framework in order to further advance local governance.
Mr. Agon Batusha, Deputy Minister of MLGA, and Mr. Jeton Qela, Secretary General of MLGA, participated in the meeting.
The following items are being reviewed as part of this process:
– Regulation on the Procedure for Drafting and Publishing Municipal Acts;
– Administrative Instruction on Holding Municipal Assembly Meetings;
– Administrative Instruction on the Procedure for Establishing, Organizing, and Defining the Competencies of Consultative Committees in Municipalities;
– Ex-post evaluation of Law No. 06/L-012 on the Capital City of the Republic of Kosovo, Prishtina.
Representatives from municipalities, line ministries, and civil society organizations (CSOs) participated in the Working Group meeting, contributing through discussions, comments, and concrete proposals.
The contribution of all stakeholders is important for building a clearer, functional legal framework that aligns with the needs of municipalities and citizens, as well as for strengthening local governance.
