The Ministry of Local Government Administration, held today a media conference on the occasion of the opening of procedures for reporting by municipalities for the Municipal Performance Grant, which is expected to be distributed to municipalities according to the grant rules for the 2022 performance, which is distributed in 2024.
As part of the launch of the call for reporting, the MLGA, namely the Department for Municipal Performance and Transparency has carried out the necessary preparations for the initiation of this process, such as the notification of the municipalities for the Municipal Performance Management System (MPMS), as well as the package of documents guidelines for each field and for each indicator for the municipalities to report in this system.
The documents that are uploaded in the system and which serve to make the reporting as accurate and qualitative as possible are as follows:
– The Main Document of MPMS revised according to AI 2023;
– Instructions for each field which is part of the MPMS;
– Law on Municipal Performance Management System and Performance Grant – Administrative Instruction on Municipal Performance Management System and Performance Grant as well as
– The call which was launched today at MPMS.
During the Conference, it was emphasized that the most important part of this process was the standardization of the Municipal Performance Management System, where Law no. 08/L-103 for MPMS and MPG and Administrative Instruction 01/2023 for MPMS and
MPG have been drafted and approved, which define the rules for:
– Municipal performance management system;
– The electronic system of municipal performance management;
– Measuring of municipal performance and
– Grant for municipal performance.
At the end of the Conference, it was emphasized that the electronic system is a constituent part of the MPMS regulated by the law on municipal performance, and the issue of managing funds with donors is regulated by agreement between the parties.
