Participants in the workshop were the Working Group for the assessment of the Ex-post Law on Local Elections in Kosovo, part of which are representatives from the Ministry of Local Government (MLG), Association of Kosovo Municipalities (AKM), OSCE Mission, Central Election Commission (CEC) and the Kosovo Legal Government Institute (KLGI).
The Working Group discussed the draft-assessment of the Ex-post Law on Local Elections in Kosovo, in order to see the challenges faced by the electoral system at the local level.
The discussion focused in several fields of interest such as: Basic principles of the Law on Local Elections in Kosovo; Voting outside Kosovo; Gender Representation; Election of local government bodies; Elections for Municipal Assemblies; Elections of Mayors.
The assessment Ex-post is seen as a very important process in ensuring the effective implementation of the primary and secondary legislation, and that the legislation is properly reviewed. The Ministry of Local Government for 2020, has foreseen the assessment of the Ex-post Law on Local Elections in Kosovo, as an important law, which has an influence in the election of local government bodies.
Therefore, the Government of Kosovo has drafted the guideline, which will be used during the process of the assessment of this law. In the meantime, the Law on Local Elections in Kosovo is closely linked with the local government system in Kosovo, therefore Law on Local Elections should be analyzed in relation to the Law on Local Self-government.
In this regard, the assessment Ex-post is seen as a very important process in ensuring the effective implementation of the primary and secondary legislation. Thus this analysis is based on best practices and regulative principles, and aims to use a comprehensive methodology for drafting regulations.
