On December 2, 2025, in the premises of the MLGA, a meeting was held for the Establishment of the Open Government Partnership Forum 2026–2028.
The purpose of the meeting was to establish the Open Government Partnership Forum, which will lead the process of co-creation, implementation, monitoring and evaluation of the Kosovo Open Government Action Plan 2026–2028.
The participation of public sector representatives and civil society organizations was considered essential to ensure transparency, inclusiveness and effective results.

Main points of discussion:
- Presentation on the process so far and preparatory activities for the Action Plan 2026–2028 – Open Government Partnership (OGP) and the role of CSOs.
– Achievements so far and challenges identified - – Key recommendations for the future plan
- The establishment of a joint National Forum (public sector – CSO) was proposed. The participants confirmed their willingness to form a National Forum, where the duties and responsibilities of the forum were discussed, which aims to serve as a consultative, coordinating body between the parties and a monitoring body on the implementation of the Action Plan 2026–2028.
- The selection of co-chairs of the National Open Government Forum was proposed, and the attendees unanimously agreed on the composition of the Open Government Partnership (OGP) Forum.

The members were also informed of their duties, responsibilities and role in the process, including coordination, supervision and contribution to the drafting of the measures of the new plan.
- Establish a reporting and progress tracking mechanism
The need for a clear and structured mechanism for reporting on progress during the implementation of the Action Plan 2026–2028 was discussed and agreed.
This mechanism will enable transparent monitoring, regular data collection and continuous information of the public and stakeholders, as the most adequate form of receiving information from line ministries.
At the end of the meeting, participants were informed that a questionnaire prepared by open government expert Veronika would be distributed, through which inputs from civil society organizations and the public sector would be collected. These inputs, webinars, and recommendations at meetings organized throughout the process would serve as the basis for the preparation of the Action Plan 2026–2028.
This process of drafting the action plan is being carried out with the support of the Council of Europe, which is assisting the MLGA in all stages of drafting the plan.
