The first meeting of the Working Group for the drafting of the 2026–2028 Action Plan for the Open Government Partnership

The Ministry of Local Government Administration held the first meeting of the Working Group for the drafting of the 2026–2028 Action Plan for the Open Government Partnership.

In the meeting attended members of the working group, consisting of representatives of the Council of Europe, OSCE, external experts, representatives of line ministries, the Association of Kosovo Municipalities (AKM), as well as representatives of civil society organizations. The working group will lead and oversee the process of drafting the new action plan within the framework of the Open Government Partnership.

The meeting was led by Mr. Flurim Arifi, Chairperson of the Working Group and Director of the Department for Digitalization of Municipal Services at MLGA.

Mr. Arifi presented the legal basis that gives MLGA competence to carry out this activity, the purpose of the document that will be prepared, as well as the consultative processes that will be developed with institutional and non-institutional mechanisms in the field of Open Government Partnership.

Ms. Veronica Cretu, Consultant with the Council of Europe on Data Governance and Artificial Intelligence Policy, also participated in the meeting via an online connection.

Ms. Cretu presented the progress of the Open Government Partnership in Kosovo and the work plan for drafting the Action Plan 2026–2028, highlighting the challenges Kosovo faced during the implementation of the previous plan. She also presented the methodology, timelines and the new approach that will be followed, with the aim that the new plan will provide realistic, measurable and sustainable results.

The working group members agreed with the work plan and expressed their commitment to actively contribute to the drafting of the new Action Plan.

In conclusion, it was decided that until the next meeting, each member will review the relevant sectors within the institutions they represent, with the aim of identifying initiatives that can be incorporated into the 2026–2028 Action Plan, as well as preparing an initial draft for discussion for the next meeting.
