The Ministry of Local Government Administration (MLGA) participated in the two-day workshop titled “Supporting the AKM and Municipalities in Advancing Transparency and the Digitalization of Services,” held on October 1 and 2, 2026, in Peja. The event was organized by the Association of Kosovo Municipalities (AKM) with the support of the OSCE Mission in Kosovo.
The MLGA was represented by Flurim Arifi, Director of the Department for the Digitalization of Municipal Services. He took part in discussions with representatives from municipalities, the AKM, the Information Society Agency (ISA), and the OSCE regarding current challenges and future steps to advance transparency, communication, and service digitalization at the local level.
During the discussions, Director Arifi presented the MLGA’s perspective and commitments regarding the digitalization of municipal services. He addressed developments related to the E-municipalities platform, the integration and enhancement of municipal e-services, and the need for continuous inter-institutional coordination to increase the number and quality of digital services available to citizens.
A significant part of the workshop focused on the functionality and content of municipal websites, access to public documents, the quality and updating of information for citizens, and the practical challenges municipalities face in meeting transparency and public communication requirements.
The workshop also featured a presentation of the Draft Model Municipal Communication Strategy—prepared by the Association of Kosovo Municipalities—serving as a guiding framework that municipalities can adapt according to their size, capacity, and specific needs.
The participation of the Ministry of Local Government Administration (MLGA) in this workshop also provided an opportunity for direct information exchange with municipal representatives regarding the needs and challenges municipalities encounter during the digitalization process. The MLGA will continue its cooperation with municipalities, ISA, the AKM, and other partners to advance digital municipal services, transparency, and citizen access to more efficient public services.
