The adoption of national legislation and advanced practices in the field of local government of EU member countries, by paying particular attention to the quality of municipal services and financial sustainability;
The transfer of competences to the municipal level based on the principle of subsidiarity of the European Charter on Local Self-Government, by guarantying and preserving the quality of services and facilitating citizens’ access to these services;
Improving the performance of municipalities in providing administrative services by using the electronic government methods;
Promotion of international municipal cooperation through formal twinning arrangements in the administrative, professional and technical field;
Exercise of municipal competences through inter-municipal cooperation, which will directly affect the quality of municipal services and reduce the amount of financial expenditure.
Encourage the participation of citizens in the decision-making process that will improve the quality of local policies and identify the needs of citizens.
Defining the number of municipalities is a major challenge for countries participating in the conference, and this number should be based on clearly defined criteria in order to offer more to the municipalities and citizens in the organizational and financial aspects as well as the preserve the overall national development in order to avoid the deep differences in regional economic development.
Preparation of integrated plans as modern methods of action should be encouraged because it provides a safe and sustainable vision for the middle-term development.
Municipalities need to strengthen their efforts to increase the rate of collection of own revenues and involve citizens in the decision-making process.
To enhance the experience in organizing fairs in the field of administrative services at the local level, trying to given an international character to these fairs in order to create opportunities for the promotion of various values and establish bridges for inter-municipal cooperation.
