On 8 May 2014, the Ministry of Local Government Administration has organised a consultative meeting in Peja region to discuss about the Strategy on Local Self-Government (2015-2025), which was headed by the General Secretary of MLGA, Mr. Besnik Osmani. On 8 May 2014, the Ministry of Local Government Administration has organised a consultative meeting in Peja region to discuss about the Strategy on Local Self-Government (2015-2025), which was headed by the General Secretary of MLGA, Mr. Besnik Osmani. The meeting was attended by the representatives of MLGA, Inter-Ministerial Group on the Strategy on Local Self-Government (2015-2025), Chairpersons of Municipal Assemblies, Heads of Assembly’s groups, businesses and local and international NGOs from the municipality of Pejë/Peć, Gjakovë/Đakovica, Deçan/Dečani, Istog/Istok, Klinë/Klina and Junik.
The idea and purpose of organizing this meeting was to familiarize participants more closely with the first draft of the Strategy on Local Self-Government (2015 – 2025), which was originally prepared by the officials of MLGA. In order to geographically include all regions in the discussions on Strategy on Local Self-Government (2015 – 2025) there will be other consultative meetings arranged in the coming weeks not only this region but also in other regions. During the presentation of SLG (2015-2025), the participants were able to see the presentation of the methodology of SLG, background/context, strategic orientation on moving forward, strategies of action, alternative approach to action, challenges that local government is experiencing and the implementation steps of the SLG, including involved stakeholders respectively suggestions and comments that are welcomed to be included in the SLG.
The participants have also discussed about other issues, respectively: decentralization process that needs to be reviewed once again as some municipalities have benefited and some others have had losses, centralization of competences where some competencies were taken from the local level which brought multiple problems to municipalities. It was also debated about the issue of the relation between the Assembly and the executive; payments of commissions, where in some municipalities the commissions were paid while in some others were not, nature of problems faced by local governments that were answered by the panellists of MLGA. In order to take into account comments, suggestions or objections of all concerned stakeholders and move forward towards finalisation of the SLG (2015 – 2025), the panellists has stressed out at the end of the meeting that all participants are welcomed to send their comments to the official e-mail addresses of the heads of DEIPC.
