It is held the first meeting of the Advisory Panel with the Chairmen of the thematic groups and the experts engaged for the feasibility study of local government system in Kosovo. This activity is part of the Government and MLGA Work Plan for the year 2019, as well as gave the reasons and the purpose of the study.
The objective of the Comprehensive Study on the Functioning of Local Governance in Kosovo will initially have an analysis / study on the compatibility of the local self-government system of Kosovo with the European Charter of Local Self-Government and the challenges in implementing relevant national legislation on local governance. Whereas during the second phase will be identified some of the best European practices on local government that could be considered by Kosovo in the future.
The purpose of the study is the implementation of a functional local self-government system to support MLGA in making the needed institutional updates and preventing a legal gap. The study could help municipalities in being sustainable, transparent and accountable (in terms of governance) for the public and responsible in providing services to their citizens.
Since Kosovo aspires to be member of the European Council and is obliged under its Constitution to implement ECLSG, it is preferred to apply the methodology of the European Council, which reflects the common European standard of all member states of European Council. With such a research study, Kosovo not only will be able to understand at what level its local self-government is compliant with the constitution, but also will be able to understand better to what extent is its local self-government compliant with the European Council standards, which is a precondition for the future membership in this organisation.
This activity is divided in two phases, the first phase is the research phase of describing the current situation and the compatibility with the European Charter for Local Government, which will end by the end of 2019, whereas the second phase is the final phase of providing the best practices and options for the advancement of the local government system.
