Mr. Besnik Osmani, General Secretary of the Ministry of Local Government Administration, at the invitation of the University of Cambridge, presented in front students of this university lecture entitled "Challenges, opportunities and lessons from local government / finance and government apparatus". Mr. Besnik Osmani, General Secretary of the Ministry of Local Government Administration, at the invitation of the University of Cambridge, presented in front students of this university lecture entitled "Challenges, opportunities and lessons from local government / finance and government apparatus". Within this lecture, Mr. Osmani presented the topic "Institutional arrangements for the system of local self-government in Kosovo and local government finances".
In his presentation, Mr. Osmani, presented the main achievements of the local self- government system; advantages of the system, democracy and wide local autonomy Municipalities in Kosovo and the process of decentralization the establishment of new municipalities. Also, Mr. Osmani presented the strategic orientation for local self- government focusing on the expansion of the financial autonomy of municipalities; territorial reform, increasing the efficiency of municipal services through the services "on-line"; professional capacity development under a comprehensive approach; municipal integrated planning and the promotion of natural and cultural diversity in the municipality. Present in the lecture were students of Master level of direction for public policy as well as professors from different departments within the University of Cambridge.
Meanwhile, on the second day of the visit, Mr. Osmani, according to an agenda, has had the chance to hold separate meetings with professionals from various fields who are eminent professors at the University of Cambridge.
Mr. Osmani, in separate meetings at the center of "Science and politics" has met Professor of International Law and International Studies Constitutional Mr. Marc. Weller. Mr. Weller is also Director of the Center for International Law "Lauterpqacht". During the meeting Mr. Osmani presented the context of how it is treat local self-governement under the Constitution of the Republic of Kosovo. While Professor Weller informed Mr. Osman about his experiences in terms of constitutionality, particularly he presented the experience when he was engaged in the negotiation process for Kosovo in Rambuillet in 1999 as well as in the negotiation process in Vienna, the final status of Kosovo, in 2006/7.

Weller është gjithashtu Drejtor i Qendrës për të Drejtën ndërkombëtare “Lauterpqacht”. Gjatë takimit z. Osmani paraqiti kontekstin e trajtimit të vetëqeverisjes lokale në kuadër të Kushtetutës së Republikës së Kosovës. Ndërsa Profesori Weller e njoftoi për përvojat e tij sa i përket kushtetutshmërisë, sidomos prezantoi përvojën derisa ishte i angazhuar në procesin e bisedimeve për Kosovën në Rambuillet në vitin 1999 si dhe në procesin e bisedimeve në Vjenë, për statusin final për Kosovën, në vitin 2006/7.
Within the meetings framework Mr. Osmani, met the Executive Director of the Center for "Science and Politics" Dr Robert Doubleday and Associate Counsel within this center Dr. Nick Gray. In a joint meeting Mr. Osmani presented the system of local self-government while Mr. Doubleday and z. Gray opened topics of discussion on the involvement and cooperation between academia and government.
Also, in a joint meeting with Dr Alex Jeffrey, Lecturer at the University of Cambridge was discussed issues of statehood and transitional justice as well as the involvement of civil society.
