Under the organization of the Institute GLPS and GAP was organized a roundtable on "Budgeting Practices in Municipality of Prishtina."
Participants in the conference were representatives from the Municipality of Prishtina municipal assembly members, government, opposition, representatives of civil society and media.
Fisnik Korenica executive director of the GLPS presented analysis on Budgeting Practices in the Municipality of Prishtina, also with information on revenue and expenditure trends, public hearings regarding the budget and transparency etc.
During his presentation he said that unlike other municipalities, municipality of Prishtina has a higher percentage of own revenues and municipal investments are directed in the areas where there are more voters for the party in power.
As for the transparency of the municipality, Mr. Korenica sad that in the municipal website there are missing reports that reflect the budget and other following documents.
Mayor of the Municipality of Prishtina, Mr. Ahmeti also said the municipal budget planning is done in the absence of information repeating from year to year without modification. While transparency remains a weak point which needs to be strengthened.
Mayor Ahmeti emphasized the importance of strengthening the role and effectiveness of the internal auditor in the municipality during the audit process in the municipality.
Regarding budgeting practices in the municipalities,
General Secretary of the Ministry of Local Government Administration, Mr.Besnik Osmani said that the management of the budget is followed by the lack of development plans and statistics regarding project management.
General Secretary Osman also noted the lack of reliability of the data submitted by municipalities associated with the budgeting process.
"Management of the municipality’s own revenues should be used return in public investment and development" said General Secretary of MLGA, Mr. Besnik Osmani.
Speaking about the municipality of Prishtina, Mr. Osmani said that it is requires a special law that regulates every element which is related with the capital city.
