JOINT RETREAT AND STUDY VISIT OF MLGA AND MUNICIPAL OFFICIALS FOR EUROPEAN INTEGRATION

The Ministry of Local Government Administration in cooperation with the project DEMOS/ Helvetas – Swiss Intercooperation – Kosovo have organised a joint study visit entitled "Role of municipalities in fulfilling the obligations derived from the European agenda in 2016".The study visitwasorganised from 2-5 March 2016 for MLGA and municipal officers for European integration.

JOINT RETREAT AND STUDY VISIT OF MLGA AND MUNICIPAL OFFICIALS FOR EUROPEAN INTEGRATION ENTITLED:
 
“ROLE OF MUNICIPALITIES IN FULFILLING THE OBLIGATIONS DERIVED FROM THE EUROPEAN AGENDA 2016”
 
The Ministry of Local Government Administration in cooperation with the project DEMOS/ Helvetas – Swiss Intercooperation – Kosovo have organised a joint study visit entitled "Role of municipalities in fulfilling the obligations derived from the European agenda in 2016".The study visitwasorganised from 2-5 March 2016 for MLGA and municipal officers for European integration. The goal of this visit was to exchange experiences with countries in the region, especially with the municipality of Shkodër in Albania and municipality of Ulqin/Ulcinj and Tuz in Montenegro and finalization of individual plans for each municipality in terms of obligations derived from the European agenda.The programme was also combined with lectures delivered by representatives of the central institutions, i.e.  the Ministry of State for Local Government the Republic of Albania in the context of exchange of experiences,coordination of activities, cooperation between the central and local level, as well as the role of mutual coordination in terms of the European agenda. The main objectives of this retreat and study visit to Albania and Montenegro were as follows:
 
The joint meeting was opened by the Director of DEIPC Ms. Rozafa Ukimeraj, who presented the comprehensive matrix of municipalities derived from obligations of the European agenda. The participants have been divided into groups with the aim of finalizing a comprehensive matrix. At the end, each group has presented the amendments made to the matrix followed by a general discussion in the context of the finalization of a comprehensive matrix.
The advisor to the Minister of the Ministry of State for Local Government Ms. Enea Hoti has delivered a lecture entitled "The Role of Local Government in the European integration process". The participants were informed about the territorial division of Albania, Decentralization Strategy, the powers of municipalities, public administration reform, approximation of legislation, monitoring and enforcement of national legislation, EU funds in which Albania is the beneficiary of various regional and trans-regional programmes, public procurement, as well as the centralization of the process of European integration.
 
The delegation has begun its study visit in the municipality of Shkodër where they met the Mayor Ms. VoltanaAdemi and its support staff. The Mayor has informed the participants about the tasks carried out by the municipality of Shkodër, including general management, organization of urban and rural areas of the municipality, administrative units, infrastructural network, water and waste management.
 
In the municipality of Ulqin/Ulcinj, the delegation has met the Mayor Fatmir Gjeka and his support staff. Mr. Gjeka has stressed out that the municipality of Ulqin/Ulcinj is a multi-ethnic/religious city and continues to maintain this diversity with the aim of building bridges of cooperation. Ulqin/Ulcinjis considered as a model of tolerance, language understanding and respect for each other. Mr. ArslanHajdinaga have made a presentation about the role of the municipality of Ulqin/Ulcinjregarding the European integration process of Montenegro, the receipt of funds, the implementation of different projects,  regional initiatives, regional development and many other issues.
 
The participants have continued their study visit to the municipality of Tuzwhere they met the Mayor Mr. Abedin Adzovic, Chairperson of the Municipal Assembly and its support staff. The Mayor Adzovic has informed the participants about the tasks carried out by the municipality as well as contribution of the community and compatriots in terms of investment and remittances. Both the Mayor and the visiting delegation agreed to further enhance the cooperation between the two neighbouring countries.
 
In a sign of gratitude and respect, MLGA has gave a statuette “Goddess on the Throne” to the advisor to the Minister of the Ministry of State for Local Government, Mayor of the Municipality of Shkodër, Mayor of Ulqin/Ulcinj and Mayor of Tuz.
