Organized by the Ministry of Local Government Administration and OSCE, in Ohrid, Macedonia, on February 27 and 28 was held two-day conference, with the theme " Quality of municipal acts" where participated representatives of the Ministry of Local Government Administration, Heads of the Municipal Assemblies, representatives of the Association of Kosova Municipalities and representatives of OSCE.
The main topics of this conference, were: the way of review, of organization and processing of municipal acts, monitoring of municipalities, presentation of the roadmaps" Techniques of drafting of the municipal acts" presentation of draft of the Administrative Instruction " Submission, review and the way of addressing of the municipal acts" as well as the theme about implementation of the European Partnership Action Plan.
In his opening speech, Permanent Secretary of MLGA, Mr. Besnik Osmani, said that MLGA based on its legal mandate will support municipalities in all phases of the implementation of legal acts. Also, Mr. Osmani announced that MLGA will continue to supervise the legality of municipal acts always in terms of advancement of local governance and creating of an efficient municipal administration.
Regarding the review, organization and processing of municipal acts in municipalities, respectively about communication with MLGA, has spoken Director of Legal Department, Mr. Agron Maxhuni, while regarding the monitoring of municipalities has spoken Director of the Department of Local Self-government, Mrs. Rozafa Ukimeraj.
In the conference was also presented Administrative Instruction “Submission, review and the way of addressing of the municipal acts" on this occasion was discussed with the Heads of the Municipal Assemblies for finding the best forms regarding the way of development of municipal acts and their submission as well as finding of most suitable forms of processing of the MLGA’s acts.
In the second part of the conference, discussions were more focused on the obligations coming out from municipalities, in relation to implementation of the Action Plan for European Partnership, on this occasion has presented the Head of Division for European Integrations, Mr. Drin Haraqia.
The proceedings of the conference were followed by an interactive debate by Heads of the Municipal Assemblies, in relation to their interests about organization and proceeding of the municipal acts, regarding the identification of responsibilities of the local bodies.
Conference resulted even by some of recommendations that will be a continuation of the proceedings of this conference, as:
1. Issuance of the Guideline "Techniques of drafting of the municipal acts
2. Issuance of Administrative Instruction "Submission, Review and the ways of addressing of the municipal acts"”
3. Use of electronic manner of monitoring through the portal for communication with citizens;
4. The reporting in time by the municipalities regarding implementation of action plan for European Partnership;
