Ministry of Local Government Administration in cooperation with the OSCE have organized two-day workshop in Boga of Peja/Pec about monitoring of municipalities and the reporting practices, as well as the idea for the creation of an integrated system of monitoring and reporting.
Representatives of MLGA, according to the Divisions that they represent, have presented main areas on the basis of which they act, particularly areas such as: process of policy coordination, monitoring of municipalities, reviewing of the legality of municipalities, performance as well as reporting. The current situation was presented in which operate the units within MLGA as well as problems and challenges, and also was emphasized the need that to carefully analyze issues in the near future as to avoid duplicated tasks; to have an advanced reporting, especially an integrated online reporting, and to see the situation of monitoring the municipalities for the purpose of advancement of local self-government in Kosovo.
As the conclusion, MLGA and OSCE are agreed to continue further cooperating in many fields. At the end of two-day workshop are extracted these general conclusions:
• System of Monitoring and Reporting needs some changes;
• There is a need for creating an active data base for data management;;
• To create an integrated system of obtaining information, as in vertical aspect also in horizontal aspect (questionnaires should be integrated);
• To strengthen cooperation between Divisions for the drafting of periodic reports;
• To ensure a greater quality of data;
• Information must be more focused on the qualitative aspect;
• To avoid double reporting of same issues;
• To respect deadlines for reporting to the Division for Policy Coordination;
• Officials responsible for reporting under the units, within MLGA should be appointed.
