The Ministry of Local Government Administration in cooperation with the OSCE Mission in Kosovo, have organized the next “Consultative Meeting of Mayors of Municipalities with Central Government Institutions”.
The Event was organized in the course of regular communication of the institutions in order to address the issues and the primary obligations, related to the competencies of the municipalities.
The Minister of MLGA, Mr. Ivan Todosijevic welcomed all the participants for their participation in the joint meeting, in the period when the last part of 2018 is being successfully completed in a large number of objectives for the advancement of local government.
Minister Todosijevic has presented in detail the achieved results of the Ministry of Local Government Administration during 2018, focusing on the full agenda of the activities envisaged in government programs, including the implementation of the Strategy for Local Self-Government, the National Development Strategy, The National Program for the Implementation of the SAA, the Agenda for European Reforms and other sectorial strategies.
Within the Government Work Plan, MLGA has been involved in the implementation of 21 activities, related to the Government’s strategic priorities and 46 activities within the sectoral priorities.
Also, the objectives of MLGA under this Government program are oriented to:
1) Advancing the system of local self-government in line with strategic orientations through policy development and legal framework;
2) Strengthening the legality of decision-making at the local level and the constitution of municipalities in conformity with the standards of the legislation on local self-government;
3) Strengthening the capacities of municipalities in providing services to citizens through the implementation of the incentive grant scheme and the intensification of inter-communal cooperation programs;
4) Strengthening the municipal administration through the development of special programs for professional capacity building and protection of human rights;
In this regard Minister Todosijevic stressed that all the activities developed are based on these four main objectives, for which the level of fulfillment according to the estimates of the Prime Minister’s Office is 93%, a very positive assessment that by the end of the year, will reach the full value of the realization.
Mr. Xhafer Gashi, Mayor of Obiliq has spoken on behalf of the Association of Kosovo Municipalities, who has assessed this event positively, by further stressing that these meetings enable better coordination as well as strengthen inter-institutional cooperation between the central and local level.
Deputy Minister of Public Administration, Mr. Bujar Nerjovaj presented the changes made in three basic laws, the Law on State Administration, the Law on Public Officials and the Law on Salaries.
This meeting is continuing where in the afternoon is foreseen to be presented, the role of municipalities in the European integration process; addressing recommendations from the EC Report for Kosovo 2018; representation and role of minority communities in municipalities, environmental issues and legality of municipal acts, grant schemes in the agricultural sector; municipal performance measurement system and performance grant schemes, as well as projects and opportunities for cooperation with donors.
Also, at the end of the meeting, conclusions will be drawn which will be turn into recommendations for implementation.
