The Ministry of Local Government Administration in cooperation with the Association of Kosovo Municipalities has held a meeting with the Mayors of Municipalities to discuss about the Draft-Law on amendment and supplement to the Law no. 03/L-226 on Allocation for Use and Exchange of Municipal Immovable Property, drafted by the Legal Department of the MLGA.
On this occasion, the Deputy Minister of Local Government Administration, Mr. Basri Musmurati has said that municipal immovable property is an important asset of the municipality, which has an impact on local sustainable economic development and exercise of municipal responsibilities in relation to the citizens.
The Ministry of Local Government Administration together with other relevant actors has made maximum efforts to regulate this specific field at the best possible way, based on the key principles, namely guaranteeing public interest, increasing the value of property, preservation of unique property values, environmental protection, socio-economic welfare and other issues that are of particular importance to the citizens" has said Deputy Minister Musmurati.
While, the Coordinator for the administration process and amendment to the Draft-Law on amendment and supplement to the Law no. 03/L-226 on Allocation for Use and Exchange of Municipal Immovable Property, Mrs. Flutura Hoxha has explained the reasons which led to the amendment and supplement to the Law on Allocation for Use and Exchange of Municipal Immovable Property.
"This project was preceded by a detailed analysis, based on the best practices of the European countries, basic principles of European Charter of Local Government and the manner how local authorities manage their property.“
The topic of discussion at this meeting was also the Draft-Administrative Instruction on Consultancy Services for Agriculture and Rural Development, drafted by the Ministry of Agriculture and Rural Development.
On this occasion, the Minister for Agriculture and Rural Development, Blerand Stavileci gave an overview of the Draft-Instruction by showing the importance of these services at the local level and the role that these consultancy services would have in supporting farmers.
The Mayors that were present in this meeting agreed that the Draft-Law on Allocation for Use and Exchange of Municipal Immovable Property is of particular importance for the municipalities.
The Ministry of Local Government Administration will be committed and will continue to support Kosovo municipalities in implementing the legislation.
