In the premises of the Amphitheater of the National and University Library of Kosovo, the Ministry of Local Government Administration has held the annual ceremony of publication of the Municipal Performance Report for 2016, as well as allocating of the incentive grant for municipalities, in the presence of mayors, the general auditor, the Association of Kosovo Municipalities, DEMOS, the OSCE, NGOs and the media present. Head of the Department for Municipal Performance and Transparency, Mr. Avni Sahiti opened the meeting thanking the participants for their participation in this ceremony, and emphasized the fact that the performance measurement of municipalities has been done in cooperation with municipalities, after assessing their needs.
Secretary General of the Ministry of Local Government Administration, Mrs. Rozafa Ukimeraj in her addressing has emphasized that the publication of the annual report on municipal performance already has a long tradition and besides making Kosovo as the only country in the region that has established a system for municipal performance management, at the same time it remains as an indicator of the results of the institutional work of the main bearers and actors both in local and in the central government by gathering and reflecting information from a professional and independent perspective according to a Methodology of International standards, as regards the measurement of the quality of public services and the performance of local authorities. In this context, the increase of municipal performance is evident and this can be seen from comparative performance reports over the years.
President of the Association of Kosovo Municipalities, Mr. Naim Ismajli, praised the performance measurement of municipalities, as one of the most important processes of the country, where this system is now more advanced, simpler, and which has enabled showing up the municipalities that have the best performance.
Auditor General of the National Audit Office, Mr. Besnik Osmani emphasized that the current system of municipal performance management has radically changed for good, enabling that the process of audit for this system and measuring indicators, to enable accurate evidence of the shortcomings and achievements in measuring performance.
The Head of the Division for Municipal Performance Mr. Isuf Zeneli presented the Municipal Performance Report for 2016, highlighting key issues such as: construction of MPMS/ SMPK, the measurement methodology, the goal of performance measurement, municipality achievements by fields and results, the extreme achievements and the performance trends.
At the end of the ceremony are awarded rewards for the Incentive Grant of municipalities, where according to the division and ranking, municipality of Junik was ranked the first, followed by the Municipality of Shtime, Municipality of Prizren, Municipality of Istog, Municipality of Drenas and Municipality of Prishtina.
