Ministry of Local Government Administration by the end of the year 2018, organized the annual event for marking the achievements in the local self-government in Kosovo.
Therefore the General Secretary of MLGA Mrs. Rozafa Ukimeraj presented the achievements of 2018 as follows:
- The Assembly of Kosovo has approved the Law on Prishtina. The Law has entered into force on 21 June 2018;
- The Draft Law on Allocation for Use and Exchange of Immovable Property of the Municipality is approved by the Government on 6 July 2018;
- The Strategy for Local Economic Development is approved by the Government;
- Assessment of local self-government system;
- Monitoring of municipalities: 390 meetings held, 386 meetings monitored, 1590 acts approved (79 regulations and 1511 decisions), 611 reviewed acts from MLGA, 979 acts reviewed by line ministries, 97 unlawful acts (54 reviewed from MLGA and 43 from the line ministries), 47 acts or 48.5% are reviewed and harmonized, 3.1% of acts are not harmonized;
- 38 webpages of municipalities are re-designed;
- Integration of the intranet in the webpages of the municipalities, identification of construction permits, community safety requests;
- Functionality of the integrated monitoring and reporting system;
- Agreement with UNDP for digitalizing online platform;
- Drafting of the package with 23 training modules;
- 1015 members of Municipal Assemblies trained in cooperation with OSCE;
- 330 trained in cooperation with USAID;
- 60 training – 2344 officials trained in cooperation with Kosovo Institute for Public Administration (KIPA);
- From the MLGA budget from the capital investment category for 2018 have been financed 50 municipal projects for 30 municipalities in amount of 3,629,271.67 Euro, as follows:
- Municipal programme for the development of social-economic infrastructure in amount of 300.000,00€ with a total of 33 projects in different fields;
- Co-financing with donors for the grant scheme based on municipal performance in amount of 453.649,00€ with total 4 projects;
- Municipal incentive grant – in amount of 900.000,00€ with total 11 projects;
- Equipment for advancement of the maintenance system – 120.000,00 with total 2 projects;
- Municipal performance: 11 beneficiary municipalities with 900.000€, a co-financing with DEMOS where have been supported also 4 municipal projects in amount 453.583.00, which are being implemented. Additionally, the Project for Designing the joint grant scheme based on performance (co-financing – public funds and Swiss Government – 9 million Euros, co-financing with SDC/DEMOS for the grant scheme based on municipal performance in 25 municipalities in amount of 2,250.000.00 Euros, whereas from the allocation for 2019 there are 19 beneficiary municipalities in amount 2,250.000.00 euro;
- Capital projects – Investments by field: roads-16 projects/1,393,800.49 euro, public buildings – 11 projects/ 863,645.00 euro, sidewalks- 6 projects/354,078.00 euro, sanitation/water supply – 5 projects/275,229.00 euro, public lightning – 6 projects/346,911.00, parks -4 projects/292,810.00, IT-2 projects/102,798.18;
- The implementation of the obligations from the European agenda: 38 municipal individual plans, drafting of the general plan for the obligations of the municipalities in the process of integration, 67% of the obligations have been met by the municipalities;
- Inter-municipal and international municipal cooperation and cross-border cooperation: 16 received initiatives, 8 initiatives as part of the international municipal cooperation have been realized between municipalities: Prishtine – City of Des Moines (state of IOWA), Gjilan – Sioux city (IOWA), Vushtrri- City of Norwalk (IOWA), Pejë – Johnston (IOWA), Gjakove – Fort Dodge (IOWA), Fushë Kosove- Civita (Italy), Lipjan – Frascineto (Italy) and Peje – Sarican (Turkey); 8 initiatives as part of the inter-municipal cooperation have been undertaken with regards to prevention, reaction and disaster recovery from the municipalities: Kline-Istog-Peje-Malisheve, Vushtrri, Gllogoc, Skenderaj and Mitrovice;
- Cross-border cooperation: Implementation of three cross-border cooperation programmes: Programme Kosovo-Albania, Kosovo-Macedonia and Programme Kosovo-Montenegro, from the IPA I funds, have been implemented in total 21 projects in amount of 6,381,853.00€. All IPA I projects for all three CBC programmes have been finalized in 2017, the closing ceremony is held in January 2018 for the programmes Kosovo-Montenegro. Whereas from the IPA II funds have been implemented in total 20 projects in amount of 6,120,000.00€.
- Cooperation with other partners for the support of the municipalities: World Bank project for the youth inclusive (10 municipalities), signing of the agreement with USAID/Lego project (16 municipalities), agreement with SDC/DEMOS for the performance grants (38 municipalities), agreement with UNDP and British Embassy for the budget transparency platform, agreement with Peace Corps for the implementation of the project for the community development.
