The Ministry of Local Government Administration, in cooperation with the project “Decentralisation and Municipal Support" (DEMOS) has begun the process of consultations with the mayors of municipalities on the Municipal Performance Management System.
The representatives of MLGA headed by the Deputy Minister, Mr. BajramGecaj and senior officials from MLGA have initially visited the municipalities of Pejë/Peć, Suharekë/Suva Reka, Obiliq/Obilić and Graçanicë/Graćanica.
During these meetings, the Deputy Minister of Local Government Administration, Mr. BajramGecaj has presented the consultation paper and explained that the aim of the review is to solve problems that have emerged in the current system as well create a Municipal Performance Management System / MPMS that will serve the purpose of all key stakeholders, municipalities, communities, citizens and other institutions of the country..
This consultation paper seeks viewpoints of the municipalities on the amendments proposed by the groups of experts for specific services at different levels. It also defines the format of the future functioning of the MPMS in order to offer more qualitative and effective services to the citizens.
Consultations on the paper have continued in the municipality of Suharekë/Suva Reka, Obiliq/Obilić and Graçanicë/Gračanica.
During the aforementioned visits, it has been stated that the Ministry of Local Government Administration aims to develop a more functional MPMS that the current one. This system aims to measure and improve the performance of municipal competences in certain areas in the provision of services. The goals of the system are:
• Provide and elaborate the methodology for measuring municipal services;
• Provide opportunities for comparison of municipal performance with other municipalities;
• Provide opportunities to measure the performance of services aimed towards their improvement.
The consultation paper has been prepared by the Ministry of Local Government Administration (MLGA) with the help and support of the municipalities, the Association of Kosovo Municipalities (AKM), the Office of the Auditor General (OAG) and project "Decentralisation and Municipal Support" (DEMOS).
