Round table for discussion of the draft regulation for the Performance Management System of Municipal Utilities

Ministry of Local Government Administration (MLGA) in cooperation with the USAID Program on Democratic and Effective Municipalities (USAID DEMI) have organized a public discussion on its strategic Draft Regulation – Regulation for the Performance Management System of Municipal Utilities.

Ministry of Local Government Administration (MLGA) in cooperation with the USAID Program on Democratic and Effective Municipalities (USAID DEMI) have organized a public discussion on its strategic Draft Regulation – Regulation for the Performance Management System of Municipal Utilities.

70 representatives from all municipalities of Kosova have gathered today to hear about the importance of this Regulation by the Secretary General of MLGA, Mr. Besnik Osmani. Mr. Osmani emphasized that this draft regulation presents a good basis to discuss on performance management system of municipal services, as well as enables further advancement of these services offered by local institutions.

The round table summed the joint work of the working groups composed of MLGA and USAID DEMI, to present this regulation before the relevant actors, in order that their impression and comments be taken. All of this is done, in order to further advance the draft regulation for the performance management system of municipal services. Mr. Osmani added that "the whole process of Performance Management System of Public Utilities from the beginning has had great support from USAID / DEMI”.

Deputy Director of USAID / DEMI, Mr. Bujar Hoxha declared that "This system has several years that has been initiated thanks to the partnership between MLGA and USAID and today we are witnessing the development of this critical regulation for the development and improvement of local services. USAID believes that this system will be useful for municipalities, for Ministry of Local Government Administration, as well as for citizens as taxpayers.

Municipalities have supported this initiative and were presented some recommendations, as: expansion of other municipal services system which lack, review of indicators for further advancement as well as verification of data and criteria etc.  After incorporation of these comments in the draft regulation is expected that this to be discussed and approved by the Ministry of Local Government.
