On 05 October 2016, the Ministry of Local Government Administration has held the second meeting of the Working Group for drafting the Draft-Law on Administrative Municipal Boundaries. The meeting was attended by representatives from MLGA, Prime Minister’s Office, Ministry of Finance, the Association of Kosovo’s Municipalities and Kosovo Agency of Statistics.
The meeting was opened by Ms. Flutura Hoxha, Head of Division for Development and Harmonisation of Legislation, who in the capacity of the Chairperson of the Working Group has notified the participants that their request submitted to the Prime Minister’s Office to extend the deadline for finalisation of the draft-law has been approved. The Working Group has reviewed each Article in order to have the opportunity to give comments on each of it. The Working Group has also requested to conduct a preliminary analysis on the functioning of existing municipalities, their financial sustainability and explore practices of the region and European countries in terms of the criteria for the establishment of municipalities. The meeting was constructive and the Working Group will continue its work until they finalise the draft-law in compliance with the Government’s legislative agenda.
