The final regional meeting “Community rights and the legal package for human rights in the process of change”

Ministry of Local Government, in close cooperation with the Office of the Prime Minister (Office for Good Governance and Legal Office)on September 30, 2014 held a closing meeting with region of Prishtina, with  municipalities: Prishtina, Fushë Kosova/Kosovo Polje, Podujeva/o, Lipljan/Ljipljane, Gracanica and Obilic.

This meeting aimed to inform the officers for the rights of communities and amendment of legislative package for human rights that is in the process of amendment, as one of the conditions included in the visa liberalization process for the Republic of Kosovo.

Mr. Avni Sahiti, Head of the Department for Performance and municipal Transparency in the Ministry of Local Government Administration, informed the participants of the challenges in implementing the National Action Plan on Visa Liberalization, obligations that must be met by municipalities, during the reporting period, changes in the field of legislation and the steps to be taken to meet obligations.

Also, officials from the Legal Office of the Office of Prime Minister, and officials from the Ministry of Justice have presented three draft- laws which are in the process of change: The draft Law on Gender Equality, Draft Law on the Ombudsman and the Draft Law on Protection from Discrimination.
 Habit Hajredini, Director of the Office for Good Governance in the Office of the Prime Minister presented the Strategy and Plan of Action for the Integration of Roma, Ashkali and Egyptians.
  During meetings, participants also had the opportunity to be informed with the local structures for human rights, particularly about the local structures for the protection of the rights of communities in the municipality from MGLA officials.
The meeting was dedicated to: the Deputy Additional chairpersons or from communities, Chairperson of the Committee for Communities; officials from the municipal office for communities and return; Officer for the rights of communities; Coordinators of HRUM; Directors of directorates of Education, Planning, Health and Social Welfare as well as the representatives of the civil society (NGOs dealing with community issues).
At the end, to the participants were left time until October 1st to offer their recommendations to amend the legislative package mentioned above.
Participants in the meetings were a total of 40 municipal officials, from them 30 Albanian, 9 Serbian and 1 international. Regarding the gender, 24 were males and 16 females.
