Ministry of Local Government Administration in cooperation with its strategic partners SDC-DEMOS, SIDA and the Norwegian Embassy in Kosovo, have completed the process of selecting the beneficiary municipalities from the foreseen grant of municipal performance for 2020.
The selection of 23 beneficiary municipalities of 4.9 million euros from the municipal performance grant, has been made through the Municipal Performance Grant Commission, of which 2.5 million were allocated from MLGA, 950.000 euros SDC, 540.000 Swedish Government and 910.000 Norwegian Government. Municipalities are qualified based on performance assessment achieved, according to the Grant Rules of Municipal Performance.
The assessment and determination of financial amounts has been done in a very transparent and comprehensive process, with the active participation of all members of the Grant Commission, consisting of: MLGA and MoF, as decision-making structures, and other observer members from SDC-DEMOS, Swedish Embassy, Norwegian Embassy and GAP Institute.
The report summarizes the key information of municipal performance during 2018, and interconnection of these results with the indicators and other defining components of the grant. The three criteria used in this appraisal cycle have been a prerequisite for access to the grant. According to these criteria, the municipalities should have:
• at least an unmodified audit opinion with emphasis of the matter;
• should have spent 75% or more of the budget on capital investments; and
• a trilateral participation agreement, (municipality, MLGA and HELVETAS Swiss Intercooperation), signed.
The results show that 23 municipalities have met the minimum criteria, such as: Peja, Junik, Lipjan, Gllogoc, Kacanik, Gjilan, South Mitrovica, Vucitrn, Hani i Elezit, Klina, Rahovec, Stimlje, Skenderaj, Gjakova, Suhareka, Malishevica, Vitima , Kllokot, Ranillug, Strpce, Mamusha and Leposaviq.
In addition, the Grant Rules provide for a 10% bonus of the total grant for 3 municipalities with the best performance in providing services. As a result, the 3 municipalities which have achieved the highest number of points according to performance, are: Municipality of Peja – first place; Municipality of Junik – second place and Municipality of Lipjan – third place..
Taking into account the credibility of this system, MLGA will continue with the annual measurement of municipal performance and the awarding of rewards to the most successful municipalities. Efforts will be made to expand the basis of the municipal performance grant, in line with the government’s strategic priorities that financial incentives for municipalities be created, in order to provide quality services to citizens.
Measurement is a very important element in improving services, so the presence of the municipal performance grant provides space for approximation to the intended objectives for municipalities to be more competitive, to increase the number of activities and obtain additional funds for capital investments.
