The Ministry of Local Government Administration, in cooperation with the Decentralization and Municipal Support project (DEMOS) supported by Swiss Government has organised the conference on Municipal Services Performance Management System (MSPMS), which includes fifteen specific areas of municipal own competencies based on the Law on Local Self-Government.
Review of the Municipal Services Performance Management System includes fifteen areas of municipal services that will be divided into five groups during the review: administrative services, social welfare and family, youth and sport, urban planning, public spaces, public transport and public emergencies, as well as water supply, sewerage, waste collection and waste disposal.
The Deputy Minister of the Ministry of Local Government Administration Mr. Bajram Gecaj has said in his opening speech that the Municipal Services Performance Management System is among first in the region. MSPMS has a number of modern features and aims to be based on concrete results that can be used by all institutions in Kosovo. It is also a very powerful instrument that can assist municipalities to learn as well improve their services.
"Monitoring the quality of service delivery, should be understood as a common goal and support for all municipalities, which will result in the provision of efficient and qualitative services to citizens," said Deputy Minister Bajram Gecaj.
Deputy Minister Bajram Gecaj has invited representatives of municipalities, respectively the directors who are certified for the municipal performance system, to be committed to the implementation of this program, which is of interest to citizens as well to use this system as an opportunity to directly benefit incentive funds based on their performance results, and hence enhance the quality of services for citizens.
The Deputy Project Manager of the DEMOS project Mr. Ertan Munoglu has said that the Swiss Government through the project DEMOShas begun to support the initiative of MLGA with great interest and stresses out that in collaboration with other stakeholders, such as the Office of the Auditor General will have key roles in the process of reviewing and improving the performance indicators.
During the workshop on Municipal Services Performance Management System, the participants have discussed about the issues related to municipal performance system. The participants were divided into groups. Each group has afterwards made a presentation on specific issues and working methodology that can be used in the future.
The main objective of Municipal Services Performance Management System is to provide a methodology for measuring municipal services, comparing the performance of municipal services among municipalities, increasing citizen satisfaction with municipal services and measuring the performance of services in order to increase their improvement.
