The Ministry of Local Government Administration (MLGA) held a coordination meeting today within the framework of the implementation of the National Action Plan of the Open Government Partnership (OGP) of Kosovo 2026–2028.
The purpose of the meeting was to review and harmonize the Monitoring, Evaluation and Communication Framework (MEC), as well as the unified format for reporting progress by the institutions responsible for the implementation of the commitments of the National Action Plan.
During the meeting, the method of reporting progress, the responsibilities of the institutions, supporting documents and evidence, reporting deadlines, as well as the procedures for verification, consolidation and communication of results were discussed.
In particular, the discussion focused on how the Ministry of Finance, the Information and Privacy Agency (AIP), and the Anti-Corruption Agency (APK) will report progress to MAPL, while MAPL, as the coordinating institution for the OGP process in Kosovo, will be responsible for coordinating, monitoring, and consolidating the reported data.
During the meeting, the MEC Framework was presented, encompassing activities and timelines, institutional responsibilities, progress and results indicators, data sources, risks, as well as the communication of results. The proposed format for progress reporting was also reviewed, along with the documentation that will serve as evidence of the activities carried out.
The meeting was chaired by Mr. Flurim Arifi, Director of the Department for Digitalization of Municipal Services and Point of Contact (PoC) for OGP Kosovo. The meeting was also attended by Ms. Berbuqe Kastrati from the FOL Movement, in the capacity of Deputy Chair of the Forum and representative of civil society organizations in this process. Also, the meeting was attended by staff members of the Department for Digitalization of Municipal Services, engaged in the coordination, monitoring and implementation of activities within the framework of the OGP process in Kosovo.
In conclusion, the participants agreed on further steps towards finalizing the reporting format, setting deadlines and clarifying institutional responsibilities, as well as continuing inter-institutional coordination in the monitoring and reporting process for the implementation of the OGP National Action Plan 2026–2028.
The meeting was held at the MLGA premises and is part of the ongoing commitments to strengthen inter-institutional coordination, ensure structured and transparent reporting, and effectively monitor the implementation of OGP commitments in Kosovo.
