The Ministry of Local Government Administration participated in the three-day event “Citizens’ Assembly Simulation: Pioneers of Local Deliberative Democracy”, which was held on 21–23 July 2026 in Brezovica.
The event was organized by the Congress of Local and Regional Authorities of the Council of Europe, within the framework of the project “Strengthening Multilevel Governance and Participatory Democracy”. In the event attended representatives of nine municipalities, the MLGA, the Association of Kosovo Municipalities, partner organizations and local and international experts.
During the event, participants were introduced to the main stages of organizing a citizens’ assembly, including informing, deliberating, drafting recommendations, voting and defining institutional steps for their handling.
MLGA was represented by Mr. Flurim Arifi, Director of the Department for Digitalization of Municipal Services, and Mr. Besim Murtezani from the Legal Department.
During the discussions, MLGA representatives addressed the institutional and legal aspects of participatory democracy, the challenges related to the implementation of unregulated mechanisms, as well as the opportunities for creating a viable model of citizens’ assemblies at the local level.
On the final day, Mr. Arifi also contributed to the process of harmonizing the recommendations drafted by the participants, with the aim of making them concrete, comprehensive and implementable by local institutions.
MLGA remains committed to advancing local democracy, strengthening citizen participation and developing mechanisms that enable broader citizen involvement in decision-making processes.
