Zëvendësministri Bajram Gecaj, tha se komunat gjatë ushtrimit të kompetencave të tyre, kanë bërë progres sa i përket përmbushjes së mandatit të tyre kushtetues ligjor dhe në raport me qytetarët, megjithatë, sfidat për komunat mbeten akoma të mëdha.
