Review of the Municipal Performance Management System, a necessary step for improving the municipal services

It is held the meeting of the joint working group MLGA-DEMOS for reviewing the Municipal Performance Management System (MPMS). In the meeting it was discussed about the options of extending the areas of own competencies of municipalities, which need to undergo the process of monitoring from the central authorities, review of the existing indicators, inclusion of new indicators, as well as strengthening the mechanisms for the authenticity of the data, in order to influence the increase and improvement of the quality of services for citizens.

The expected changes will created 3 new areas of competences, including the pre-university education, health services and local economic development, while implying also the creation of a sustainable long-term financing scheme through the pooling of performance grants with the interested donors. The responsible group agreed on the new functioning scheme of MPMS and its enrichment with additional indicators such as the: democratic governance, financial management, legality and integrity. Currently, the existing system of the performance enables the measurement of 18 municipal competences grouped in 14 fields, with total 26 results, 77 indicators and 203 data.
