1.The Department of Municipal Performance and Transparency shall have the following duties and responsibilities:
1.1. Develops, reviews and monitors the implementation of the Municipal Performance System;
1.2. Defines the criteria and standards for assessment of the performance of municipalities based on the quality of services, provided to the public;
1.3.Manages the grant scheme of the municipal performance;
1.4.Proposes, drafts and ensures the implementation of plans/projects for capacity building or professional education of municipal officials;
1.5. Reviews the need for reforms in the municipal governance, develops policies and undertakes activities for implementing the reforms;
1.6.Prepares periodic reports of municipalities on the implementation of the Law on Access to Public Documents;
1.7.Monitors and guides municipalities in increasing transparency regarding municipal governance and in providing information to the public;
2.The Head of the Department of Municipal Performance and Transparency shall report to the General Secretary.
3.The Department shall consist of the following Divisions:
3.1.Division for Assessment of Municipal Performance;
3.2. Division for Capacity Building and Municipal Reforms;
3.3. Division for Municipal Transparency.
4.The number of employees in the Department of Municipal Performance and Transparency is fifteen (15).
