SCOPE

Regulation no. 04/2019 on the internal organization and systematization of the job places of the Ministry of Local Government Administration applies to the Ministry of Local Government Administration.

Duties and responsibilities of the Ministry of Local Government Administration are set out in the  “12” Annex of Government Regulation no. 02/2011 on the Areas of Administrative Responsibility of the Office of the Prime Minister and Ministries and the relevant legislation in force.

Ministry of Local Government Administration shall have these competencies:

i. To develop policies and implement legislation for effective municipal selfgovernance;

ii. To promote and affirm the right of local bodies for selfgovernment in accordance with the European Charter on Local Self-Government;

iii. To coordinate and promote local government reform;

iv. To coordinate and support intermunicipal and cross-border cooperation;

v. To promote the development of a professional municipal civil service, taking into account the
responsibilities of the Ministry of Public Administration;

vi. To help the bodies of local self government in the development of budgets and systems of financial management;

vii. To supervise the quality of municipal services;

viii. To identify and develop programs for developing the institutional capacities of bodies of local self government;

ix. To help bodies of local self government make their activities transparent to the public;

x. To provide legal advice and guidance to municipalities;

xi. To coordinate the activities of international agencies and NGOs dealing with municipalities;

xii. Too coordinate with sectorial ministries for advancing local self government;

xiii. To oversee the municipalities during their implementation of their enhanced and delegated responsibilities and competencies;

xiv. To coordinate with the Ministry of Finance to ensure that municipal administration take budgetary resources needed to exercise its responsibilities, including public investment;

xv. To contribute to the implementation and promotion of human rights in bodies of local self government;

xvi. In coordination with the IRC, to address issues related to the composition of local government units and their boundaries;

xvii. To develop policies for promoting the participation of citizens in the decision making process in the local level; and

xviii. To perform other duties assigned to the Ministry with relevant legislation in force.
